subcontractor with NASA

He learned computer programming [at Kennedy Space Center], and worked his way up as a subcontractor with NASA at companies like RCA and Grumman Aerospace.

I am not sure if my understanding of the sentence is correct but I tend to think that he worked at RCA and Grumman working for NASA, is that right?

    'Subcontractor with NASA' isn't clear, but 'at' is clearer. He worked at RCA's offices, doing work for NASA, is how I understand it.
