I think I don't have a good grasp of "majority."

With total 538 electors, 269 is the half of the number. Now you simply get 270 votes, then you can declare that you've won the majority of it?

The person having the greatest Number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.

    Your math is off; there are 538 electors.

    Now you simply get 270 votes, then you can declare that you've won the majority of it?
    270 is the lowest number constituting an absolute majority of 538. I don't understand your question about "declaring" it. 270 electoral votes is a majority as a matter of mathematics; you don't have to declare it.
