From wikihow.com:
Make sure the syringe is clean. To wash a syringe: get a cup of warm soapy water, suck water into the syringe and swish it around.
1, Suck water into the syringe.
2, Draw water into the syringe.

I think "draw" and "suck" are interchangeable here, am I correct?

I would use 'draw', because I am using a device.

In this context, 'suck' suggests to me that I am using my mouth.

That doesn't mean that 'suck' is incorrect. It's only that I wouldn't use it.
