sunshine reformers

I'm wondering what this means.
Here is the context:

"The people [the Republicans] spared nothing, including the Constitution, to mesmerize the country with personal attacks on him [Clinton], and now they blithely called themselves the sunshine reformers. Bush and Cheney were political twins. Like gunslingers in movies, they promised to cut through palaver and get things done."

Is there a link with sunshine laws ?

    May I suppose that yes, it has to do with sunshine laws in terms of openness to general public - about reformers' endeavours under the context presented. Though maybe GOP's meant "We're cheerful as hell and our splendid reforms will bring you love and sunshine"... or "Look how we're glittering in the sunshine!" Hope that wasn't misleading.
