I am translating something and here is the part of it:

The government is trying to suppress the right of free speech/muzzle public opinion/gag public opinion and doesn't let people to say what they want.


I am wondering which is the best and idiomatic choice?

    Well, I see. I want to say that the government does't let the people to speak freely and I want to make it more formal because I am doing translation. So which is more close to the idea?
