Swedish: LOU Över / LOU Förhandlat

The following is the part of the page footer in an official procurement document from Trafikverket:

LOU / LOU Över / LOU Förhandlat / LOU Väg/Bana / LOU Väg- och broobjekt / LOU Totalentreprenad / LOU Ansökningsinbjudan - E förhandlat

I understand that LOU is "Lagen om offentlig upphandling".

However, I can't make head or tails of the highlighted parts.

1. Över = ????
Is this an abbreviation of a word beginning with "över-"?

2. "Förhandlat" is either an adjective or a verb form.
But if it's an adjective, I don't understand what noun it's modifying; and if it's a verb form, I can't see what the subject is.

3. What does the "E" in "E förhandlat" stand for?

  • I don't understand if these are some sort of keywords or perhaps links, but my guess is that:

    1. Över = over
    Maybe the procurement is over/finished.

    2. Förhandlat = negotiated
    I don't know how these things work but I'm thinking that it might refer to the whole procurement, or to a specific offer.

    3. I don't know but sometimes the prefix E- is used in front of words (e.g. E-post = Email, E-faktura = electronic invoice) so maybe the hyphen is missing and they mean "negotiated electronically"?
     
    I found a document with a similar footer, and to me that footer appears to be a reference to where in their document storage system that specific document is saved, the path to a specific document in a specific folder.
    My guess:
    LOU Över - övergripande - several folders about LOU
    LOU Förhandlat - Förhandlat förfarande, see: Förhandlat förfarande med föregående annonsering
    The document I found was named "Öppet", the LOU still open for companies
    The next three 'fields' describes what the LOU is about (a turnkey contract for a road or bridge)
    The last one is an invitation to a company to participate, does the name of the company begin with the letter 'E'? The last "förhandlat" seems to mean that Trafikverket have looked at the company's offer and negotiated with them

    As far as I can tell, this document is just a set of guidelines about the requirements for this procurement. It doesn't mention the name(s) of any bidders/tenderers.

    Agreed; that seems overwhelmingly likely.

    I also agree that LOU Förhandlat probably refers to the negotiated procedure as described in LOU.

    As for LOU Över, I believe that refers to tenders over the threshold referred to in LOU that determines whether the full tendering procedure must be followed or whether a simplified procedure is acceptable. A negotiated procedure is one of the different types of procedure that are typically used when the relevant threshold is exceeded.
