takes the time lag


I am really having difficulty expressing the following sentences naturally. I am not sure if underlined verb is correct.

This policy has a disadvantage as well. That, is it takes the time lag, which means it takes a long period of time between passing the policy and implementating the policy.By the time, one policy is implemented, the economic situation will may have changed.

    I think the problem is we don't TAKE a time lag, there simply IS a time lag, or will be a time lag, or was a time lag.

    You can certainly take your time or it can take a long time but you cannot drop "lag" on the end of these constructions.

    You also need to look closely at your comma use
