Laura Muir won the 1,000m in a British record of 2:31:93, taking over a second off Dame Kelly Holmes' 2004 mark.

Could you help me understand the bold part? "Take over" means gain control as in take over a company. But this definition doesn't work here. Does "mark" mean record?

    Thank you.

It is not "taking over" but "taking off."
"Over" goes with second. ===> "over a second" = more than a second.
In other words, she beat Kelly Holmes' time by more than a second.
