I recently read the example sentence "Dışarı çıkmaktansa evde kalmayı tercih ederim", and didn't understand how the -sa suffix was functioning here.

Is it different from just saying "Dışarı çıkmaktan evde kalmayı tercih ederim" – is this correct as well?

    yes , it is different from that sentence. I think some errors are available in this sentence.
    but you can prefer "Dışarı çıkmak yerine evde kalmayı tercih ederim"

    The phrase "çıkmaktansa" consists of three suffixes:
    -mak (infinitive)
    -dan (abl.)
    ise (-sa as clitic) (used in this case due to the presence of two compared parts)

    However, this sentence does not function the same as "Dışarı çıkmayı evde kalmaya tercih ederim." in the sense that the former implies a suppositional situation, meaning that the claimer would choose "staying home" if they were to make a decisions between "staying home" or "going out".
