    Well, without the stress (mando vs mandó) and like this: 'Te mando saludos, Lupe', you can also mean that you are sending your best regards to Lupe.

    I think both are right; "Te mandó saludos Lupe" (with the stress) means: Lupe sent you her regards. But if you say "Te mando saludos, Lupe" it means: you are sending your regards to Lupe.
