Here is the context:

Virtual classes make up 30% of total teaching hours.
In-person classes take a higher proportion of 70% of teaching all the teaching hours.

By teaching hours, I'd like to refer to the number of hours spent on attending all the classes in the context.
Does the expression of overall/total teaching hours sound natural to you?

    "Virtual classes make up 30% of total teaching hours. " This is good idiomatic English.
    "In-person classes take a higher proportion of 70% of teaching all the teaching hours."This statement does not work. Why not phrase it exactly as you did the other? You need not say that 70% is more than 30% since that is obvious, and there is no need to repeat the word teaching.
    "In-person classes represent (or make up) 70% of total teaching hours."

    I think both overall teaching hours and total teaching hours are acceptable. But "total teaching hours" is more common.

    Please look at the following two sentences:

    1. "It is not just that lessons are in short blocks scattered across the week, but overall teaching hours for any course limits what can be prioritised on the syllabus."
