"Tender" is a difficult term, in that it has two very distinct meanings.
A 'request for tender' is a solicitation for bids, but is sometimes simply called a tender.
A tender offer en cambio, es una oferta de vender algún producto o servicio.
Así que puede ser una oferta, o bien una solicitación.
