Any ideas on rendering "tenir le manche" in English?

Here's the sentence I'm translating:

"Elle avait cru devoir tenir le manche auprès de son premier conjoint".

Is it something along the lines of "to govern"?

    That works rather well. I think I'll use it. I had been toying with:

    "She thought she would be able to lay down the law with her first spouse",

    which shifts the emphasis somewhat.
