I'd like to know the correct use of these phrase when used at the end of a message.

Example:

"... and all the help you've granted."
Thanks all! / Thank all!

In which situations I should use one or the other?

    That's not really an expression. The sentence divides this way:

    "I'd like to thank / all the MAD staff".

    It could have been, for example:

    "I'd like to thank / some of the people who helped me prepare this presentation."

    This doesn't mean that "thank some" is an expression. :)
