In Minnesota the expression "that's where it's at" is being used.

I got the idea that it meant: it's good, you are doing good, or all right

Is it used in other aras; dose it mean this?

    It is used virtually anywhere. It is a Urban term like from hip hop scenes is where it originated. So basically anywhere that there is a hip hop scene.

    Yes, and I don't think it is current "trendy" usage, which is why, in the UK, only old fogies over forty* use it, in my experience.

    *I include, of course, myself. But definitely not Panjandrum.
