the adverse impacs / adverse impacts

I am not sure if I should put the in my sentence: 'They published a report on the / - adverse impacts of the project.' I haven't mentioned the impacts before, but I feel it is kind of a 'definite group of impacts' (= adverse impacts of the project). I would be grateful for some help!

    Without knowing about the report, I would put "the" in the sentence.
    Probably they intended to treat all the (significant) adverse impacts in the report.
    Without "the", it would suggest that they selected some​ of the adverse impacts for the report.
