the [adverse] situation is exacerbated

When we use the word "exacerbate" do we have to say "the adverse situation is exacerbated" or can we just say ""the situation is exacerbated"?

I wrote this: "The impact of X on these workers is further exacerbated by Y". I am wondering if I need to put in an adjective before "impact" like "damaging" or "adverse".

Note that I have already discussed in the paragraph that X adversely affects workers by such and such.
