Can we say past perfect next to the phrases that explicitly tell about time like this?
The building was being refurbished--the building we had built in 1964.

    'The building we had built' works if you are trying to convey that it was a building you ordered to be built - i.e., you hired the contractors and the architects and they built it specifically for you.
