the first + to be permitted

Hello everyone,

But my connection with pandas goes back to my days on a TV show in the mid-1980s, when I was the first Western TV reporter ___________ (permit) to film a special unit caring for pandas rescued from starvation in the wild.
A. permitted
B. to be permitted
C. to have been permitted

Of the three options, I have no problems with A.
What about B and C?
I think B is better than C, but C is also possible.

Would the passive voice of B make it sound something unusual?
And similarly, this is one of the reasons I rule out C. It is too complicated.

Many many thanks.

    They’re all passive constructions.

A is fine. B is okay (C is also possible, although that further backshift to the perfect infinitive is really not necessary), but both of those would be more idiomatic with became rather than was.
