    Here is a multiple quiz of vocabulary.

    The bill for a new national tax plan failed miserably, so the issue remained ( ) for several years until two newly elected politicians revived it.
    1. bungling 2. rigorous 3. buoyant
    4. dormant

    My teacher gave the answer for this “rigorous”, but does “dormant” sound right in the context?

    "Dormant" seems to be correct.

    "Rigorous" makes no sense at all.
