The meaning of 'on a budget'

I got a question while reading a book on business.
And I read a sentense that I can't understand: As you know, our target customer is your average amateur photographer on a budget.

In here, what's the definition of 'on a budget'?

    You are said to be "on a budget" if you have only a certain amount of money to spend [on a particular thing.]
