Does refuge work here? :

The park is a green refuge in heart of the busy city.

I feel like it's a bit heavy. Any other suggestions?

"Oasis" might be better, although I think "refuge" works. "In the heart..."

That word is fine in that context as long as the park is big enough to screen out the city a bit when you're in the center.

I agree. Hyde Park in London is like that. It could definitely be a refuge - in some parts of it you really don't feel as if you were in Central London, it's so big.
