the prissy speed

Jack Torrance thought: Officious little prick.
Ullman stood five-five, and when he moved, it was with the prissy speed that seems to be the exclusive domain of all small plump men.
Source: The Shining by Stephen King

What image does prissy speed conjure? How can speed be prissy (exaggeratly correct)? Excuse my prissy quest for better undestanding of this modifier. I do not mean to be officious about this collocate. I am just nonplussed.

Thank you.

    English but my first language was German
    If you look up prissy in the dictionary here, you will see that one of the definitions is "prim".

    And if you look up prim you'll get
    formally precise or proper, as persons or behavior;
    stiffly neat.
    Overly proper, stiffly neat should give you the image the author intended.
