    It sounds okay to me :)

    The only other way I could think of doing it is

    "the rain was persistant and heavy", but there would be too many "and"s in it then.

    The heavy rain was persistent, and many areas were flooded. Does the underlined part sound right? If not, how would you say it? Thanks.

    A better word, I think, would be incessant

    It means persistant or never-ending, and it's also a common word used by weather reporters here in the US.
