Would "spend" still work if "screen" is added before "time"?

Some hard and fast rules must be enforced at home when it comes to the screen time children spend every day.

"Screen" in your example is a noun. Two nouns can be combined. If this is done, then the first noun modifies the second.

Children don't "spend screen time", as far as I know. They spend time watching screens.

"Screen time" is the time that you get to appear on the screen. You are given screen time to make public your views, if you are lucky or influential enough.

"Screen time" is also used to refer to the amount of time someone spends in front of an electronic device.
