a. Last night my friend dived under the sea .
b. Last night my friend dived into the sea.

- Are these sentences the same meaning and grammatical?

They are both grammatical but not the same meaning.
"Dived under the sea" suggests he went scuba-diving or performed some similar activity.
"Dived into the sea" implies that he jumped, from a standing position on the land, head-first into the sea.
