    No, we cannot use 'detect' in this way. If you are referring to the electricity mains sockets in a house, and there is no electricity supply (for whatever reason) at the socket, then we might say that the socket is not working or that there is a power cut etc. It depends upon the situation.

    We can say, if we conduct a test, that we cannot detect an electric current at the socket, or something similar.
