Are the two sentences correct and natural?
1. 泥棒が逃げかけた。
2. 泥棒に逃げられかけた。

I want to say “The thief almost ran away.”

    Both are correct.

    泥棒が逃げかけた is describing the event from a detached viewpoint.

    泥棒に逃げられかけた implies the theft is causing you some harm. This is something I would say if the thief took my stuff and almost ran away.
