Like a full soldier. Let's to the seaside, ho! As well to see the vessel that's come in
As to throw out our eyes for brave Othello,....

In this sentence, I'd like to know if the underlined sentence is 1) that has come or 2) that is to come(that is coming).

Here both the grammar and the contraction were the same in Shakespeare's day as in ours: a contracted is would need to after it, so this is perfect has.
