    Grammatically it might be the ' world's "largest wholesale fish market in Japan" ', or it might be the ' world's "largest wholesale fish" market in Japan ' but common sense tells us it is the ' "world's largest wholesale fish market" in Japan '.

    It isn't the best sentence simply because it's trying to shoehorn two places in the same clause as one fish market. It might be better as:
    ...in an auction Tuesday at Tokyo's Tsukiji fish market, the largest in the world.
