According to the subject-verb agreement rule, I think it should read "There are good news and bad news." Which do natives say, "there is.." or "there are..."? Thank you a lot.

In BE we say, "There is good news and there is bad news."

The word has changed over time. Nowadays, "news" is uncountable, so "is" is correct.

In AE we also treat "news" as a singular noun. Ex: I have some news to tell you but it isn't good!"
