    I understand this sentence to mean that it is very tempting to justify whatever "they" are, but to do so would be unwise or even dangerous.

    I would paraphrase it as:

    "They (the actions) are dangerously easy to justify (to excuse)"

    I hope the paraphrase is more transparent than the original sentence. It could still prove difficult for an ESL learner, though.
