I think the following two sentences are problematic. Can you please confirm my doubt?
1. They gave who came to the meeting a pamphlet.
I think it should be "They gave whoever came to the meeting a pamphlet".

2. You should vote for which candidate you assume best.
I think it should be "You should vote for whichever candidate you assume best. "
