I don't get the meaning of two things; they seemed to think, and the meaning of get there.

    It's impossible for one person to actually know what another person is thinking. But that doesn't stop us from making guesses about what other people are thinking. The narrator of this passage is telling you that the Dursleys look as though they think this. Something in their behavior leads the narrator to believe that the Dursleys think this.
