The application thickness is set to be 5 mm, this to able covering of the reinforcement mesh.

Does the marked part mean thickness is designed/established/scheduled to be 5 mm, the purpose of this (which) is to enable covering?

    "The application thickness is set to be 5 mm, this to able covering of the reinforcement mesh." <- this is unconventional English. They may have meant:
    "The application thickness is set to be 5 mm, this to ample covering of the reinforcement mesh." - but who knows?*

    Likely interpretation: "The application thickness is scheduled to be 5 mm, sufficient to cover the reinforcement mesh."

    'Able' may simply be a typo. Replace it with 'enable', and the sentence becomes valid and clear.
