this morning + simple past / present perfect

Which tense should be used alongside the words "this morning"?
For example:
  • I've seen three police cars this morning.
  • I saw three police cars this morning.

    You would use the first one if it is still morning - you may or may not expect to see more.

    You would use the second one 1) after this morning or 2) if you feel you will not see any more cars but it may still be before noon.
