No tengo muy claro la expresión 'corriente sobre gustos', pero simplemente 'rising tide of waste' significa que el nivel de basura está en aumento. En este caso, la cantidad de esta tipa de basura (es decir plastic bottles) añade mucha al nivel (en total) de la basura que siempre está en aumento.

rising tide- una marea que sube
waste- desperdicios, basura

Me parece que quiere indicar que las botellas de plástico se suman a la onda creciente de deshechos/desperdicios/basura

Quería decir 'corriente/marea de basura'.

A pesar de mi equivocación, interpretaste correctamente.
