    I have amended the English to make it more understandable.

    'To reports to' = 'en ce qui concernent les rapports vis-à-vis'

    'Call' = 'un appel' OU 'une visite' [concernant]

    'concerns for welfare' = 'l'inquiétude du bien-être' [des personnes]
