Does "to arrive at comparable numbers" mean "to finally obtain comparable numbers"?

Thanks in advance

So the researchers compared the 8 "low" states with 23 "high" states to arrive at comparable numbers of law enforcement officers employed in each group over the study period.

"and the result of this comparison was the comparable numers..."; "this comparison produced the comparable numbers..." For me, "comparable" means something like "equivalent", "corresponding".
