To be active on/at all levels

Hi, how it’s correct for me to say:

to be active on all levels

or to be active at all levels?

    If you were discussing something which worked on every level of a building then "the fire-suppression system was active on all levels" works

    If you were discussing someone who worked within every level of a business then "Mr Calous was active at all levels" works.

    At least that is how I see it...anyone else?

    I discuss about a company which is present (with products) on/at all levels of the IT market.

    I think it can be both here. It depends how many different products there are and what kind of markets they are being sold in.
    You could say that the company is present on and at all levels of the IT market.

    If the product were present on all levels of the market, would that not suggest on various shelves/floors etc?
    I would use "at".
