in the following sentences

"The dog attacked me. I heard the dog's owner faintly apologise. He can't have been that sorry"

What does "He can't have been that sorry" mean? . I suppose that the owner's dog didn't feel much guilty, given his shy apologises, but I have never seen that construction before...

    You could also say, "He can't have been all that sorry."

    "All that" again means "very".

    It gives the idea of he didn't feel as sorry as all the feelings of being sorry that it's possible to feel. He didn't feel as sorry as all that. He didn't feel "that sorry".
