I'm sure that there is a mistake in this sentence. Am I right?

She gives Mary and Tom kisses on cheeks and congratulate them.

Even though multiple cheeks are involved, I would still try to use "a kiss on the cheek" as a fixed expression. My try:

She gives Mary and Tom each a kiss on the cheek and congratulates them.
or
She kisses Mary and Tom on the cheek and congratulates them.
