to have anything

Hi, everyone!

Here's the sentence I have a question:

The only university to have anything like an organised laboratory was Glasgow, where, in the 1840s, William Thompson, later Lord Kelvin, established a makeshift laboratory in his predecessor’s house, but students worked only as the Professor’s assistant, not on any organised course.

What's the function of this 'to' here? Could I delete this 'to'?

Thanks!
