to overlook

i am struggling to find how to translate the verb 'to overlook' in the sense of not realising the importance of something

the context is:

sarkozy a 'overlooked' les habitudes francais

any help would be much appreciated. thankyou

    i think that is the right sense. the english would be that 'sarkozy has overlooked the french habits/lifestyle'

    i think maybe the 'N'a pas pris en compte' is correct but possibly not strong enough, would it be correct to say:
    N'a pas vraiment pris en compte ?
