Can I say zu Sinken neigen, or do I have to say dazu neigen, zu sinken?

There is word 'tendieren' in german which is the equivalent of 'to tend'. 'to decrease' would be 'abnehmen', 'sinken' means 'to sink'. In what context do you want to say that?
Something like the turnout tends to decrease (talking about Bundestag elections).
Die Wahlbeteiligung tendiert dazu zu sinken.
I don't like the word "tendieren".
I would say "die Wahlbeteiligung geht stetig zurück".
If you need a headline, "Wahlbeteiligung: Tendenz fallend" is very common.
Separate names with a comma.
