    Now I see that it must read as [systems for commissioning].

    Is my variant too 'wrong' and cannot be considered at all?

    In the context, I read "tighten" to mean "make more secure", in the sense of "decrease the risk of any bias that might be caused by the influence of outside bodies helping with the production". I don't think that "tighten" here refers to belt-tightening", i.e. making the systems more economically efficient.
