to wait patiently on one's pleasure

The riders split and circled them for a look before they came up close. Clegane drew the wayn to a halt and waited patiently on their pleasure.

Does this have some idiomatic meaning or does "pleasure" simply refer metaphorically to whatever things riders were going to do with our characters? Polish translation is a little bit confusing because it basically removes "on their pleasure" completely. Also, I'm not sure if it's about riders' pleasure or Clegane and his companion's.
