Is 'to which' automatically considred a nonrestrictive clause when use in the following context?

Matt told Mike that he didn’t like the Broncos, to which Mike replied: “I love ‘em.”

    However,

    Matt told Mike that he didn’t like the Broncos, to which Mike replied 'I love ‘em."

    Here "to which" means "to Matt's statement, Mike replied................"
