In the article of CNN: Inside the Japanese town that pays cash for kids, there is a sentence as follows.

Between 2005 and 2014, the town's fertility rate --- based on the average number of children
a woman has in her lifetime --- doubled from 1.4 to 2.8, to widespread domestic acclaim.

Question) Can I rephrase the bold part in the following way?

The result (of doubling from 1.4 to 2.8) led to extensive national praise.

    I think that’s what it means, yes. It was lauded within Japan as the town with by far the highest birth rate.
