What would you say that "toimipaikka" means in this context?

Possibly relevant:
This quiz is specifically aimed towards contractors (urakoitsijat), so maybe toimipaikka has a meaning that is specific to them?

My best guess is that toimipaikka here refers to the site management (as opposed to the (sub)contractor himself).

Update:
I was able to contact someone involved with the company that produced this text.

They explained this use of "toimipaikka" as meaning "toimipaikan pääasiallinen työnantaja".
